Built by the Imperial Japanese Arsenal, this Type 99 Short Rifle retains its core military architecture with a steel receiver, controlled-feed extractor, and the Type 99 rotary rear safety disc. It uses a cock-on-closing bolt action and a 5-round fixed internal magazine with a hinged floorplate. A gas relief port is present on the barrel shank, and the length of pull measures 13 inches.
The rifle is sporterized from its original military configuration. The stock has been cut down with the fore-end shortened, the upper handguard and barrel bands removed, and the bayonet lug/front band deleted. The forward sling point is removed while the left butt sling swivel remains. An aftermarket ventilated rubber recoil pad is installed for added shoulder comfort.
Sighting equipment consists of an unhooded front blade and a tangent rear sight without anti-aircraft wings. Dust-cover rails are present on the receiver. The imperial crest on the receiver ring has been ground, and the rifle bears a kana series character prefix with an arsenal symbol mark consistent with wartime production.
