The Type 38 Infantry Rifle features the Mauser-influenced action with an external claw extractor and a 5-round internal box magazine. It retains the long 31-inch barrel and full-length stock configuration associated with the infantry long rifle pattern, paired with a blued steel receiver and hardwood furniture.
Markings include the Kokura Arsenal symbol and the Japanese model kanji "三八式", along with inspector/kana series marks. The imperial chrysanthemum has been ground, aligning with rifles that passed out of imperial service.
Sighting equipment consists of a tangent ladder rear sight with a sliding slider graduated 4–24 and a square-topped front blade on a block base near the muzzle. The configuration provides the extended sight radius expected of the long rifle pattern, and a left-side sling swivel supports traditional carry.
Design elements include dual gas-relief ports on the receiver ring and the large knurled rear "hook" safety. A bayonet lug is fitted under the front band, and the rifle has an upper handguard over the barrel. Non-matching assembly numbers were noted on the bolt and front band.
