Built by the current H&R/JJE facility in West Columbia, South Carolina, this rifle is a recent-production, U.S.-made M16A1-pattern semi-auto. The lower receiver features the A1 partial fence and the distinctive "PROPERTY OF U.S. GOVT. M16A1" rollmark. The upper is the A1 pattern without a case deflector and includes a forward assist; the carry handle ear shows the "A" forging mark.
The 20-inch steel, pencil-profile barrel uses a rifle-length gas system and the A1 birdcage flash hider. The muzzle is threaded, consistent with the original pattern. Capacity is 30+1 with STANAG-interface magazines.
Furniture follows the A1 layout: a fixed polymer stock with rear sling swivel, A1-style pistol grip, and A1-pattern triangular rifle-length handguards secured by the early straight slip ring. Length of pull is stated at 13.0 inches.
Sighting is true to the era with a fixed A-frame front post and an A1 fixed carry-handle rear aperture with windage drum. The rifle operates via a semi-automatic, direct-impingement system and includes a manual safety. Receivers are forged aluminum with a uniform matte hardcoat anodized finish.
