The Model 190 operates on a semi-automatic blowback action and feeds from an under-barrel tubular magazine. With .22 LR, capacity is approximately 15+1. It accepts .22 Long and .22 Long Rifle, and ejects to the right through a side port.
Construction pairs a steel barrel and magazine tube with a black-finished aluminum alloy receiver, keeping overall length around 39 inches and weight at about 5 pounds. The barrel rollmark indicates manufacture in New Haven, Conn., U.S.A., and the rifle carries the Winchester proof mark.
Sighting options include factory open sights with a ramped blade front and a barrel-mounted open leaf rear with an elevator. A Weaver fixed 4x scope with a crosshair reticle is installed using clamp-style rings, offering a clear, simple aiming solution.
The hardwood stock has a straight-grip profile with an uncheckered finish, paired with a plain, uncheckered hardwood forend and a black polymer buttplate. Length of pull measures 13.75 inches, and an under-receiver takedown/retaining knob aids in field handling and maintenance.
