The PA-15 is built on the AR-15 platform and chambered in 5.56mm NATO. It uses a direct impingement operating system and a carbine-length gas system, paired with a 16-inch M4-profile barrel. The barrel is threaded and fitted with an A2 flash suppressor, and the twist rate is 1:7.
The upper receiver is a flat-top with a Picatinny rail, and the front sight is an F-marked A2 front sight base. The front sight base also includes a bayonet lug and a front sling swivel. No rear sight is included.
Furniture includes carbine-length, two-piece ribbed polymer handguards retained by a delta ring and a collapsible 6-position polymer stock. Length of pull measures approximately 10–13.5 inches across stock positions. The rifle has a black finish.
Custom features add practical control enhancements: a Lead Star pistol grip and an ambidextrous charging handle with extended, skeletonized latches. Additional details include a manual safety selector and compatibility with standard STANAG pattern magazines. Capacity is 30+1, and this example was made in the USA.
