Built on Winchester’s Pre-64 controlled-round-feed action, this rifle uses a full-length claw extractor and a fixed-blade ejector for positive feeding and ejection. The receiver includes a gas-escape port on the ring, and a three-position wing safety. The receiver is drilled and tapped, with two-piece scope bases and rings installed to support the mounted scope.
The 24-inch blued steel barrel carries rollmarks reading "WINCHESTER — MODEL 70 — 30 GOVT '06 —," "WINCHESTER PROOF STEEL," and "MADE IN U.S.A." It feeds from an internal box magazine with a 4+1 capacity and a hinged floorplate, with the floorplate release located in front of the trigger guard.
Sighting equipment includes a hooded ramp front sight with a bead insert. The rear barrel dovetail is fitted with a blank, and the original leaf is not present. Up top, a Bushnell 3-9x40mm 1" SFP duplex variable-power scope is installed, providing a versatile magnification range suited to the cartridge and barrel length.
The stock is walnut with cut checkering, a pistol grip, straight comb, and a checkered steel widow’s-peak buttplate. Length of pull measures 13.5 inches. The rifle retains a blued steel receiver, was manufactured in the United States, and includes a Butler Creek padded sling for carry.
