It features a 24.5 in barrel, a stamped AK/RPK-derived receiver with an extended dust cover, laminated wood furniture, iron sights, and a left-side optics rail for PSO/POSP-type mounts.

The PSL-54C operates via a semi-automatic, long-stroke gas piston system with a rotating bolt. Its stamped steel receiver is AK/RPK-derived and uses an extended dust cover. A paddle-style magazine release supports the detachable box magazine design.
Sighting equipment includes a front post and a rear tangent sight with a sliding elevation ramp. The rifle also has a front sight tower with lightening holes and a left-side optics rail compatible with PSO/POSP-type mounts.
Furniture is laminated wood with an orange-toned shellac finish. The thumbhole stock integrates a rear sling loop and wears a ribbed metal buttplate with a rubber spacer. Length of pull is 12.5. The two-piece laminated handguard has cooling slots.
The 24.5 in barrel pairs with a matte dark receiver finish for a purposeful, durable look. Markings include "MADE BY CN ROMARM SA/CUGIR IN ROMANIA, IMPORTED CAI GEORGIA VT, PSL-54C, Cal. 7.62x54mm." An under-barrel cleaning rod and a clamp-on folding bipod are installed.
