Built on a Bushmaster XM15-E2S lower marked B.F.I. Windham, ME, this rifle is assembled from mixed components and configured in 5.56mm NATO. It uses a semi-automatic direct impingement system and accepts STANAG pattern magazines. The upper is a flat-top configuration with a forward assist and an ejection port cover.
The Palmetto State Armory 16-inch barrel is MP inspected and chrome-lined with a 1:7 twist rate. The barrel is threaded 1/2x28 and is fitted with an A2-pattern flash suppressor. This setup provides standard compatibility with common 5.56 muzzle devices.
A Midwest Industries free-float aluminum handguard is installed, and together with the flat-top upper, it provides a continuous, T-marked Picatinny top rail. This uninterrupted rail section allows straightforward alignment along the top of the receiver and handguard. No sights or optics are installed.
The rifle is equipped with a fixed rifle-length stock featuring a trapdoor buttplate and a rear sling loop, plus an A2-style polymer grip with a finger ridge and checkering. A magazine-release lock/compliance device is installed on the lower. The length of pull measures 13.5 inches, and the controls include a manual safety.
Five 10-round magazines come with the rifle. The mix includes a Magpul PMAG GEN M3 polymer magazine, USGI-pattern metal magazines, and another polymer aftermarket magazine.
