Produced during the 1994–2004 Federal Assault Weapons Ban era, this Model 6450 carries the correct lower magwell legend "RESTRICTED MILITARY/GOVERNMENT LAW ENFORCEMENT/EXPORT USE ONLY" and is property-marked on both the lower and the magazine. The included Colt 20-round stick magazine is LE-marked and dated "1/96."
The carbine uses Colt's dedicated 9mm configuration with a straight blowback action and no gas tube. A factory 9mm magazine-well block/feed ramp is pinned in place. The upper receiver is marked "A-3" and employs a dedicated 9mm brass deflector in place of a forward assist, with an ejection port cover present.
Its 16-inch chrome-lined barrel is stamped "C MP CHROME BORE 9MM," and the threaded muzzle wears an A2 flash suppressor. Sighting is via an A2 front sight tower and a fixed carry handle rear sight. The bayonet lug is deleted, consistent with Ban Era features, and a sling swivel is mounted under the front sight base. Carbine-length ribbed polymer handguards complete the front end.
The aluminum receivers wear a hard-anodized matte finish, and the carry-handle forging shows "C A" marks. Furniture includes a collapsible polymer stock and an A2 pistol grip. The carbine retains a manual safety and offers a 20+1 capacity with 9mm Luger.
