The 18.5-inch tapered steel barrel wears a blued finish and a recessed crown. Sighting is straightforward with a ramped front blade and a folding rear sight with a stepped elevator.
The alloy receiver has a black finish and is drilled and tapped on top with filler screws installed. Controls include a right-side charging handle, a cross-bolt safety, and a bolt-lock lever positioned ahead of the trigger guard.
Receiver markings read "MODEL 10/22 CARBINE" alongside the Ruger phoenix logo, and the barrel bears the Southport, Connecticut address. This rifle was manufactured in the United States in 1992.
