The BL-22 action uses a 33° short-throw lever that cycles quickly and keeps the hand close to the stock, with a gold-colored trigger that moves with the lever. It has an exposed hammer and a full-length tubular magazine with a removable inner tube and a knurled end cap. Capacity is 15+1 with .22 LR.
Sighting is via a ramped front bead and a folding adjustable rear notch. The machined steel receiver has factory grooves for rimfire rings, and ejection is to the right. A single barrel band secures the forend.
Construction is centered on a high-polish blued steel receiver with factory scroll engraving on both sides. Markings include Browning Arms Company Morgan, Utah and Made in Japan/Miroku, with the barrel rollmarked with Patent No. 3,377,731. This example was manufactured in 2016 by Miroku in Japan.
The stock set features high-gloss walnut with cut checkering and a straight grip, paired with a matching checkered walnut forend. Length of pull is 13.5 inches, and the black polymer buttplate is marked "BROWNING."
