The carbine configuration includes a 20-inch round barrel, full-length tubular magazine with a 6+1 capacity, and two barrel bands. It wears iron sights with a hooded ramp front and an adjustable semi-buckhorn rear. The length of pull is 13.5 inches, and overall length is approximately 38 inches.
Polished blued steel is complemented by a factory gold-finished saddle ring, loading gate, and trigger, along with a gold-tone checkered buttplate. The straight-grip walnut stock and smooth walnut carbine forend present the commemorative inlaid medallion marked "150 Years of Progress."
Factory engraving features light scrollwork with a "Land of Lincoln" script and Lincoln profile on the left receiver panel, with light scrolls on the right. The barrel is inscribed "ILLINOIS SESQUICENTENNIAL 1818–1968." Markings include "WINCHESTER - MODEL 94 - 30-30 WIN." and "MADE IN NEW HAVEN CONN. U.S.A. - WINCHESTER PROOF STEEL."
