The Model 995TS uses a straightforward blowback, semi-automatic action with a manual safety and a last-round bolt hold-open. It is built by Hi-Point Firearms/Strassells Machine in Mansfield, Ohio, and is rated for +P ammunition.
The carbine is threaded at the muzzle and comes with a knurled thread protector installed. Sighting is handled by fully adjustable iron sights, combining a protected front post with a rear aperture/peep for clear sight alignment.
The chassis includes a black polymer skeletonized stock with an internal recoil buffer and a ribbed polymer handguard. A full-length Picatinny top rail and a 6 o'clock accessory rail provide ample mounting space. Length of pull is 14.5 in, with an approximate overall length of 31 in and an approximate weight of 6.25 lb.
Feeding is from detachable single-stack 10-round magazines specific to the 995 carbine pattern (not interchangeable with the Hi-Point C9 pistol). Capacity is 10+1 with 9mm Luger ammunition.
