The Model 190 uses a simple semi-automatic blowback action in .22 LR with right-side ejection and a right-side charging handle. It features a tubular magazine with a 15+1 capacity, a 20.5" steel barrel, and a cross-bolt safety for straightforward operation.
Construction pairs a blued steel barrel with a black-finished alloy receiver for a durable, lightweight rimfire package. The two-piece hardwood stock wears a walnut finish with a straight comb and uncheckered panels, capped by a plastic buttplate bearing the Winchester logo. Length of pull measures 13.5".
Sighting options include factory open iron sights with a ramped blade front and an open rear sight with a stepped elevator. The receiver top has integral 3/8" rimfire grooves, and this rifle is currently fitted with a Weaver 4x scope secured in tip-off rings.
