It retains hallmark Type 99 features including the tangent ladder rear sight with folding anti-aircraft wings and a two-piece buttstock with a full-length upper handguard. Note: No firing pin assembly is present.

The rifle is the Short Rifle configuration with a 26-inch barrel, full-length upper handguard, and two-piece buttstock construction. The receiver is blued steel and bears the Nagoya arsenal symbol, along with a series kana prefix before the serial numbering sequence. The Imperial chrysanthemum crest remains present on the receiver ring.
Sighting equipment includes an unhooded square-post front sight and a tangent ladder rear sight graduated to 1,500 meters, complete with folding anti-aircraft wings. The safety assembly is absent/non-functional due to the missing firing pin/striker and safety knob.
Original military features are retained, such as dust-cover rails on the receiver (dust cover not present), a bayonet lug on the nose cap, and sling provisions consisting of a side sling swivel inletted into the left buttstock and an additional mid-band swivel.
