The receiver is a two-piece design, finished in gloss bluing. The top of the receiver has 3/8 inch tip-off dovetail grooves for scope rings, and the ejection port is on the right side.
The 20 inch steel barrel is marked Winchester Proof Steel and is secured by dual barrel bands. Sighting is provided by a hooded front blade and an adjustable rear leaf, giving the rifle a clear, traditional iron-sight setup.
Feeding is through a full-length tubular magazine with a knurled inner-tube cap and a front loading port window. Capacity is noted as 12+1 in .22 WMR.
The stock set is walnut, including a straight-grip buttstock and a checkered walnut forearm. Additional details include cut checkering and a black Winchester-logo buttplate, with a length of pull measuring 13.75 inches.
