The Model 61 is a manually operated pump-action rimfire rifle with an internal hammer and right-side ejection. It is chambered for .22 Short, Long, and Long Rifle, feeding from a tubular magazine with a stated 14-round capacity and a knurled inner-tube handle at the muzzle.
The rifle has a 24-inch round blued steel barrel marked "Winchester Proof Steel" and a blued steel receiver. Sighting is via open sights, with a dovetailed front bead and a barrel-mounted rear sight featuring a stepped elevator.
It features a long ribbed "ringtail" walnut fore-end and a straight-grip walnut buttstock capped with a checkered steel shotgun-style buttplate. Length of pull is 13.25 inches.
Construction is takedown style, with a receiver takedown screw for separating the barreled assembly from the receiver and stock. The smooth-top receiver lacks 3/8-inch scope grooves, a recognized pre-1954 feature. Made in the United States.
