The rifle is configured with a 24-inch round blued steel barrel, a half-length magazine for a 4+1 capacity, and a top-eject lever-action. The hardwood stock is walnut-toned with a straight grip and shotgun butt, complemented by a hard-rubber buttplate and sling swivel studs. A rifle-style forend cap completes the classic Winchester profile.
Sighting equipment includes a ramped front blade and a semi-buckhorn rear with an elevator, providing a traditional and practical sight picture. Markings include "NRA CENTENNIAL RIFLE," "WINCHESTER PROOF STEEL," and "MADE IN NEW HAVEN, CONN. U.S.A." It also exhibits dual model markings, with "MODEL 94" on the barrel and "MODEL 1894" on the tang, and uses an NRA-prefix serial format consistent with the commemorative series.
