The Cougar 8040F uses a short-recoil rotating-barrel locked-breech operating system and a chrome-lined steel barrel measuring 3.6 inches. This setup delivers robust construction in a full-size format chambered for .40 S&W.
The non-railed aluminum-alloy frame has a black anodized finish, paired with a closed-top slide finished in black Bruniton. Rear slide serrations aid manipulation, and the black checkered polymer grip panels feature Stoeger medallions.
The pistol is DA/SA with an external spurred hammer and includes a slide-mounted manual safety and decocker, plus a firing pin block. Per the frame warning, it will fire without a magazine (no magazine disconnect).
