The carbine retains the classic Model 94 top-eject action with a saddle ring and a full-length tubular magazine. It uses a 20-inch blued octagonal barrel in .30-30 with a 6-round capacity, and measures approximately 38 3/8 inches overall with a 13.5-inch length of pull.
Factory engraving and markings are prominent throughout. The receiver is nickel-plated, with the left side showing a spread eagle and "26th President" and "1901–1909," the right side displaying light border scroll, the barrel marked "THEODORE ROOSEVELT COMMEMORATIVE," and the upper tang stamped in script "Theodore Roosevelt."
Stock and furniture are walnut, including a straight-grip buttstock set with an inlaid Theodore Roosevelt medallion and a matching forearm. Sighting is by iron sights: an unhooded dovetailed front blade and a semi-buckhorn rear with elevator.
