The Pre-64 Model 70 action features controlled-round feed with a full-length claw extractor and coned breech. An internal 5-round staggered box magazine is paired with a hinged floorplate and steel trigger guard, consistent with the Standard Rifle configuration.

The 24 inch carbon steel barrel is marked "270 W.C.F." and wears a ramped front sight with hood. A rear sight is not present. The receiver is drilled and tapped for scope mounts and fitted with plug screws.

The walnut pistol-grip stock has bordered point-pattern checkering, sling swivel studs, and no cheekpiece. A checkered steel buttplate with a widow's-peak heel caps the stock. Length of pull measures 13.5 inches.

Finished in blued steel with the bolt body left in the white and a blued pear-shaped knob, this postwar, U.S.-made example dates to 1949 and represents the Standard Rifle series within the Pre-64 lineup.
