The SPEC 15 is built on an AR-15 platform with aluminum receivers finished in matte gray. It features selector markings for SAFE, FIRE, and FULL (markings only), and the bolt carrier is marked with the Black Rain Ordnance logo. The rifle is marked Made in USA, with manufacturer location noted as Neosho, Missouri.
The 16-inch barrel is threaded and fitted with a stainless steel multi-port muzzle device. The direct impingement gas system and manual safety are configured to the SPEC Series standard, and the rifle is chambered in 5.56mm NATO with a 30+1 capacity.
A free-float aluminum handguard with BRO branding provides elongated M-LOK slots for accessory mounting. A short 1913 rail segment at the front of the handguard complements the continuous 1913 Picatinny rail on the upper receiver.
