Built on Remington's long action, the Model 721 uses a two-lug rotating bolt with push-feed, a plunger ejector, and a ring/circlip extractor. The breech employs Remington's "three rings of steel" design for its steel-encircled cartridge head support, and the safety is a right-side lever on the bolt shroud. Bottom metal consists of a stamped trigger guard; there is no external floorplate (blind magazine).
The 24-inch steel barrel has a sporter contour with a blued finish. Feeding is through a blind internal magazine with 4+1 capacity. Sighting equipment includes a ramped blade front sight, with no rear sight on the barrel.
The receiver is drilled and tapped and currently fitted with a one-piece scope base and rings. A Lyman All-Weather Challenger scope is not installed on this setup.
The walnut sporter stock features a straight comb and uncheckered panels. An aftermarket ventilated recoil pad with black-line spacers replaces the factory buttplate, setting the length of pull at 13.0 inches. Inspector stamps accompany the Remington oval REP proof on the barrel shank, and total Model 721 production is cited at approximately 173,124 units.
