This 1969 commemorative carbine is factory-engraved with "26th President" and "1901–1909" alongside an eagle motif, and the upper tang plate is engraved "Theodore Roosevelt." The barrel is rollmarked "THEODORE ROOSEVELT COMMEMORATIVE" and "WINCHESTER MODEL 94 30-30 WIN – MADE IN NEW HAVEN, CONN. U.S.A. – WINCHESTER PROOF STEEL." The TR-prefix serial numbering is specific to this issue and ties the rifle to the Theodore Roosevelt series.
The rifle retains the classic Model 94 lever-action design chambered in .30-30 with a 20-inch octagon steel barrel and a full-length tubular magazine. A saddle ring is mounted on the left side of the receiver, consistent with carbine configuration and period style.
Finish and furniture are both distinctive: a bright silver-toned plated receiver paired with a blued barrel, straight-grip walnut stock, and a smooth walnut forend. The buttstock carries a portrait medallion of Theodore Roosevelt, and the length of pull measures 13.5 inches.
Sighting equipment includes a dovetailed front blade and an adjustable semi-buckhorn rear elevator. A Winchester proof stamp is present on the barrel near the receiver. Marked "MADE IN NEW HAVEN, CONN. U.S.A.," this U.S.-made commemorative reflects late-1960s Winchester production.
