The PLR-16 uses a long-stroke gas piston system paired with an AR-style rotating bolt, giving this pistol a rifle-derived operating design in a compact format. Controls include a right-side charging handle and a cross-bolt safety.
The 9.25-inch barrel is made from 4140 steel and is threaded 1/2-28 UNEF, capped with a knurled thread protector. This configuration supports standard 5.56/.223 muzzle devices when desired.
Its chassis is built around a glass-reinforced polymer (Zytel) frame and receiver with an aluminum front insert, finished in black. A ventilated polymer forend includes a bottom accessory rail, while the integrated MIL-STD-1913 top rail provides mounting space for the included TRUGLO red dot. Iron sights consist of an AR-type elevation front post and an adjustable rear for windage.
