The PTR 91 uses a semi-automatic, roller-delayed blowback action with a non-reciprocating forward charging handle. The receiver is stamped steel, and the polymer lower/trigger housing features the three-position pictogram selector markings.
The 18.5 in barrel is threaded and fitted with a multi-prong flash hider. This configuration supports common muzzle accessories compatible with the thread pattern.
Sighting is via a hooded front post and a rotary drum diopter rear sight. A welded 1913 Picatinny top rail runs along the receiver for mounting compatible accessories.
The rifle is outfitted with an extended free-float aluminum M-LOK handguard that provides ample mounting slots along the forend. At the rear, a Magpul precision buttstock offers an adjustable cheek riser and adjustable length of pull.
