The P-11 uses a locked-breech, Browning-type tilting barrel system paired with a double-action-only, internal-hammer mechanism. Its dynamic safety system and smooth, curved DAO trigger (approximately 9.0 pull weight) provide a consistent trigger stroke with minimal external controls.
The construction pairs a 3.1 in 4140 steel barrel with an originally blued carbon-steel slide exhibiting heavy finish wear, featuring rear cocking serrations, an external extractor, and a right-side ejection port. An internal 7075-T6 aluminum receiver is housed within a green polymer grip shell that has integral checkering and molded Kel-Tec logos.
Sights are low-profile and fixed, with a front blade carrying a single dot insert. The rear is a square-notch unit with a top set-screw, allowing windage adjustment via drift. This setup emphasizes a snag-resistant profile suitable for discreet carry.
Controls include a left-side, push-button magazine release. The model is known to accept certain S&W 59-series double-stack magazines. The serial number is located on the rear metal insert at the top of the backstrap.
