Built on the Model 94 carbine platform, it uses a top-eject open-top receiver with a saddle ring and staple, and it does not have a cross-bolt safety. The large-loop lever adds the correct John Wayne aesthetic and handling character consistent with the commemorative theme.
The 18.5-inch round blued barrel is marked "JOHN WAYNE COMMEMORATIVE" and "WINCHESTER PROOF STEEL" and feeds from a full-length tubular magazine with 5+1 capacity. Sighting is via a blade front on a ramp and an adjustable leaf rear with elevator.
