The All-Weather configuration combines a stainless barreled action with a black synthetic stock featuring molded checkering, a Ruger grip medallion, a rubber buttpad, and sling swivel studs. The receiver is rollmarked "RUGER M77 MARK II," and length of pull is 13.5 inches. This rifle was manufactured in the United States in 2001.

The M77 Mark II action is controlled-round-feed with a non-rotating external claw extractor and blade ejector. It uses an internal box magazine with a stated 3+1 capacity and a hinged floorplate released from the front of the trigger guard. A three-position wing safety provides the expected control layout for this model.

The 22-inch stainless barrel has a recessed crown and no iron sights. Ruger integral scope bases are machined into the receiver, and stainless Ruger-pattern 1-inch rings are installed. The included Bushnell Sportview 3-9x40 scope is mounted and ready for zeroing.

The rifle is finished in stainless throughout the barreled action and receiver, matching the All-Weather theme. As configured, it offers the core features of the M77 Mark II platform in .270 Winchester with the listed accessories already set up.
